In the Tuition Deliberation Commission, which was held on January 24, 2011, Kim Seung-taik, the President of CBNU, said, "Although financial difficulties will be caused by freezing tuition fees, all members of the Tuition Deliberation Committee consented unanimously to freeze tuition fees to satisfy the government's valorization and share the burden of the people."
In terms of reducing the financial burden of students, a freeze on tuition fees was welcomed. However, CBNU's budget plan is being threatened due to the lack of tax revenue that was caused by the decision to freeze tuition fees for three consecutive years. While tax revenue decreased by 2,830 million won more than the previous year, inflexible expenses increased by 2,540 million won. Therefore, about 5,370 million won is underbudgeted. As a result, the budgets of many departments were reduced0 mim 20% to 30%, the president office's expenses were reduced by 30% and investment which supports the GSA also was reduced similarly. In addition, a new way that fills the lack of tax revenue, the total amount budget system, was introduced. The total amount budget system is a government's plan which gives all departments the same budget, and if any of the departments use more than the given amount, they should pay penalties.
In terms of reducing students' and their parents' financial burdens, freezing on tuition fees looks very positive. However, if a freeze on tuition fees continues, it will lower the quality of student's welfare and education facilities.
