CBNU's Reaction to Restructuring Universities

Most CBNU-related people are actively opposing the government's restructuring plans


 

  On September 23, the Ministry of Education, Science and Technology(MEST) designated Chungbuk National University(CBNU) as a university which should be restructured by the University Evaluation System. MEST insisted that CBNU should reform their structure because CBNU ranked 11 among 12 national universities which have more than 10,000 students. The criteria of this evaluation were rate of employment, scholarship amounts, personnel expenses and level of internationalization. CBNU said about this criteria, "These evaluation standards are not appropriate for local national universities. This is unfair."
  Abolishing the system of direct elections of the president and incorporating universities are the keys of the structural reform of universities. On October 5, the Alumni Association, GSA(General Student Association) and the CBNU faculty held a rally impeaching MEST, which wants to remove the system of direct elections of the president. Oh Won-tae, the chairman of the CBNU faculty, said that a direct presidential election system is a symbol of democracy, and the government is planning to put the universities under the government's control.
  On September 25, GSA held a presentation about being selected as a low ranked university. In this presentation, GSA revealed the reason why CBNU was selected as a low ranked university and decided to hold a Student General Meeing(SGM). As a result, on October 6, GSA held SGM. 4,112 students expressed their concerns about the CBNU crisis by participating in a vote in the SGM.
  GSA provided 4 platforms in SGM. First, withdraw designating CBNU as a university which should be restructured and amend the criteria. Second, retract the demand for incorporating universities. Third, stop conducting the merger and abolishment of departments. Fourth, CBNU should create the clean finance structure. GSA took a vote to investigate whether students agree with these 4 platforms or not. As a result, about 95% of 4,112 participants approved of these 4 platforms, and these platforms were passed.
  Choi Won-mi, the president of GSA, said, "In the conference of the management of committees, GSA decided to issue a statement on the result of the SGM vote to MEST, and abolishing the system of direct election of the president is just the start of  structural reform of universities. The final goals of our government are incorporating universities and the merging and abolishing of universities. 4,000 students assembled on campus grounds for the SGM. This showed the strong will of CBNU students. Thank you to our students."
  CBNU sent letters expressing CBNU's position about being designated as a university which should be restructured to parents of CBNU students. CBNU is actively opposing the restructuring plans.
