The New Attempt for Saving Electricity was Effective

CBNU started a total amount budget system for 1 year, from March in 2011 to February in 2012, regarding the rates of electricity and telephone costs. CBNU has to reduce the amount of energy consumption by 20% as well as all other public institutions. Because public utility charges have risen and the government implemented ¡®Framework Act on Low Carbon, Green Growth¡¯ in 2011, CBNU decided to reduce the consumption of electricity and telephone by 4% every year.
 CBNU allotted the budget to every college based on each college¡¯s energy consumption number for the last year. When they don¡¯t spend their allotted budget, colleges can receive the saved amount as an incentive. However, if they use more than they have been allotted, they have to pay extra charges.
 As a result, electricity and telephone use has dropped by 7.1% in one year. In addition, 10 of 13 colleges decreased their energy use. However, College of Natural Sciences, College of Medicine and College of Human Ecology exceeded their allotted budgets. College of Humanities complied the most with the new system by only using 80.88% of the budget. In contrast, College of Human Ecology went over the budget by 10.49%.
The energy saving policy will continue in 2012 because of the national shortage of electricity supply. Thus, the Computer & Information Center and the main library will join this system as well as all colleges. Department of Facility¡¯s team leader, Kim Hak, said, ¡°Even though it was the first time to implement a new budgeting system, thankfully, all of the students,  faculty members and staffs have endured hard circumstances well.¡± And he continued, ¡°I expect that it will last until 2015 and hope all of us will participate in this energy conservation movement by helping one another.¡±
In the new semester, the total amount budget system will allot budgets again for each building, curtailing 2011¡¯s final use by 4%. For example, College of Education, which used about 110,000,000 won for electricity and telephone usage, will receive a new yearly budget that will be decreased by 4.5 million won.
